It has been suggested that the Asbestosls Research Counoil should comment on the implications of these Regulations and I attach for your approval a draft letter prepared by Hr. Atkinson and myself.

A Mating of tha Aabaatoa fibre Importara Coaoittaa was held yesterday to dlaouaa tha Preliminary Draft of Tha Docks Regulations, and tha members present fait that from tha items liatad under Schedule 2 (Categories of daigerous goods) and the overlapping of paragraphs 76 and 78, it is evident that thare ia no ease far I Asbestos Fibre to be included under tbs heading of Dangerous Goods.
Tha A.F.l.C. feel that Part VI ia therefore vary Misleading and suggest that an additional Part should bo included, headed "Other goods to be given apeoial consideration". The heading "Aabaatoa" under this Part should be worded aa follows, la view of tha overlapping of the relating Sections 7 6 and 78 1
(1) lo asbestos shall be loaded, unloaded or bandied until it ia securely packed in impervious bags or other lapenaable packages. When practicable, aeohanioal naans are to be used for loading, unloadlrg and handling so as to reduoo the possibility of dust.
(2) Iensures shall be taken to ensure that bags or paokages of asbestos are loaded, unloaded and handled in suoh a way that they are not damaged.
(3) Where asbestos dust is given off in the oouree of 1ceding, unloading or handling asbestos, all practicable aeana shall he provided and used te prevent thos persons euplcyed from inhaling asbestos dust.
(4) The M t h o d of eleaniig say hold which has aontalnad asbestos shall b# suoh that it dots not raise duet.
