BHRC Oversight Committee Conference Call Minutes January 6, 2004

Committee Chair Rotations: Technical Committee - no action required. In August of 2003, OC approved Patrick Beatty to continue as Chair with Stuart Cagen to serve as Vice-Chair of Technical Committee and Chair of the Budget WG. Communications Committee - Lynn Russo volunteered to continue on as Chair. Oversight Committee - Don Burnett to rotate off as Chair. Patsy and Brian have volunteered to become new Chair and Co-Chair, respectively Action: (Lorraine) Circulate email ballot to vote/confirm new Chair and Co-Chair.
Oversight Member Proxv- OC needs to develop (either formally or informally) a proxy system, so that business can still be conducted when members are not present. The OC needs to address proxy authorities as set out in contract.
Update on SHS Launch Ceremonvwas presented by Don. On Monday, 12/8/03, Don and Patrick had a lengthy and productive technical meeting with Drs. Irons, Wong and Schnatter. A laboratory tour was conducted on Tuesday (12/9/03) morning with the ceremonial dinner being held that evening. The laboratory tour was quite impressive, with technicians demonstrating/working during the tour. "Funding of the clinical laboratory was money well spent." The dinner was attended by approximately 250 people, including the president of Fudan University and the US Consulate General, Douglas Spellman. All 23 participating hospitals were also represented, as were all consortium members except ConocoPhillips. Don and Patrick were at the table of honor along with the principal investigators, president of Fudan, and US Consulate and others. The atmosphere was celebratory with lots of camaraderie and mingling. Guests of honor, including Don, gave short speeches. Don mentioned several key VIPs, which went over very well, as they later thanked him for mentioning them by name. The VIPs also met for -30 minutes before the actual dinner, which proved to be a nice ice-breaker. There was a strong TV and print media presence. Overall, this long-awaited event was a huge success. After call note: API (Bruce) will contact investigators (Irons) to arrange for Launch Ceremony payment.
Consortium Privileges for Marathon Ashland Petroleum (MAP): Marathon's privileges were approved as summarized in the following table at the $200K level. Don will communicate these to Marathon Ashland.

ERP Chair and Membership: Dr. Heikkila-Idaanpan has provided a list of membership candidates for consideration. A similar list will be solicited from Dr. Brody. Action: (Technical Committee) Provide the OC with a ranked list of recommendations for new member(s) and Chair.
Update on Contract Issues: The contract amendment for the UCHSC grant has been completed and signed by both parties. All issues, including interest on funds held at UCHSC coming back to the consortium (going forward), were addressed in the amendment. Action: (Bruce) Continue to negotiate with UCHSC to obtain the interest on the $1.5+MM held by UCHSC during 2003.
Budget:
Stuart has reviewed research budget projections for 2004, and MADE A PRELIMINARY
DETERMINATION that sponsor invoicing will not be required during 2004. FINAL
DECISION IN Q2. Stuart and the Budget Committee will continue to work with the principal investigators to refine budget projections. Action: (Patsy and Brian) Arrange for payment of 2nd half of 2003 invoice.

Consortium Agreement Amendment: Patsy will collect OC comments on items to include in amendment. These will be finalized and sent to John Wagner in early February, at which time John will reconvene the legal committee to write the amendment. The OC will approve the amendment language before it is sent for signature. Action: (Oversight Committee) Provide comments on issues for the amendment to address to Patsy by January 30,2004. Action: (John Wagner) Reconvene ad hoc legal committee in early February to draft amendment.
2004 Annual Meeting Oversight Committee meeting in San Francisco scheduled for Monday, August 16. Group will travel to Monterey on Tuesday, August 17.
Cost for 2003 reception and dinner (for 51 people) was $1276.90
Annual Meeting Schedule: Tuesday August 17 - travel day and evening welcome reception (and dinner?) Wednesday, August 18 - Plenary sessions and evening BBQ Thursday, August 19 - SRP/ERP meetings with and without principal investigators.
Action: (Matt) Contact Madeleine to inquire: 1. Is room (Seascape?) available for group reception/dinner on Tuesday, August 17? 2. Are we locked into BBQ on Wednesday evening if OC decides on only one reception/dinner on Tuesday evening? 3. Can we arrange a hospitality room, with refreshments (sodas, cookies, fruit) in either the back of the Chapel or one of the other meeting rooms we have reserved?
