Process Description: Xcel Energy - Wescott LNG Plant is a liquid natural gas shaver station in Inner Grover Heights, Minnesota. The plant receives natural gas from one pipeline at 320 psi, and sends natural gas out tbrnugb two pipelines hotb at 400 psi. When the natural gas is received it is chilled to -255'F. Next, the natural gas is stored in a storage tank pressure vessel at 0.4-0.7 psi. Then, depending on demand, the natural gas is sent out in two pipelines at 400 psi. Staff lntenciew: The combustion turbine was replaced with a more efficient one that had less emissions and the same capacity in 2012. During the inspection there was a temporary flare being used while maintenance was being performed. TOUR INFORMATION EPA toured the facility: Yes Data Collected and Obsencations: A FUR video was taken of emissions from the extension box between Compressor 102 and the natural gas line. Photos and/or Videos: were taken during the inspection. Appendix A Field Measurements: were taken during this inspection. Xcel Energy's LEL meter indicated 55'% level of LEL of emissions from the extension hox of Compressor I 02. Page 2 of 4 CLOSING CONFERENCE Concerns: EPA noted that the emissions coming from the extension box. The box came in contact with both refrigerants on a closed loop system and natural gas fonn the storage tank.
