Anwaring lattar data Subject OSHA Visit On the morning of January 27, 1981 Mr. Roger Frazier, an OSHA repre sentative out of Harlingen, Texas, arrived at the construction gate for a routine inspection of the H. B. Z*achry operation. Mr. C. W. Carman at the Technical Center was notified, as was Ed Janecek of the 526 Employee Relations Department and B. F. Brown, the Safety Director of the 526 Plant. After presenting his credentials and after talking with H. B. Zachry about their records and procedures, I was called to the meeting to advise concerning any possible pictures he might want to take. Mr. Frazier again presented his credentials and assured me his visit was not in response to a compiaint, but only a routine visit with the contractor tq be inspected picked at random. Mr. Frazier was told he could not take his camera into the plant, but after consultation with B. F., Brown and Plant Management, it was agreed that we would provide a Polaroid camera and that we would take any required pictures subject to approval of B. F. Brown. Two pictures' would l\e taken, one for Mr. Frazier and one for our record. No pictures were taken for no condition was found that warranted this activity. On the afternoon of January 27 and the morning of January 28, Mr. Frazier made a complete and thorough inspection of the H. B. Zachry areas of activity and was accompanied by Vic Yanta and Sonny Johnston of H. B. Zachry and B.F. Brown of the 526 Plant. No citations were issued and Mr. Frazier was very complimentary of H. B. Zachry efforts, programs and record keeping. In fact, he related to me that he was pleased and surprised at the excellent record of H. B. Zachry and their compliance to regulations. On the afternoon of January 28, Mr. Frazier requested me to accompany him to make a visit to TESTCO, a UCC sub-contractor on Sub-Station 20 (4 men) and to talk to any vendor representatives we had on site. He briefly talked with the IngersollRand representative and will not include this in his report. After these visits, he asked to be directed to Becon Construction Company who is currently building the Linde Air Separation Plant associated with this project.
