Introduction On February 23, 2023, a CAA Asbestos NESHAP Inspection was conducted at St. Lukes Hospital, Easton Campus, located at 250 S. 21st St., Easton, Pennsylvania. a. Summary of Site / Facility St. Lukes Hospital Easton Campus is located in Northampton County, Pennsylvania. St. Lukes Hospital Easton Campus is a General Hospital. Renovations are occuring throughout the hospital, including asbestos removal on the second floor. b. Entry and opening conference EPA Region III Inspector Richard Ponak arrived at the facility at approximately 10:50 am on February 23, 2022, for an unannounced inspection. Upon arrival, Inspector Ponak presented credentials to Don Doran, an Environmental Consultant for Bluestone Environmental. Inspector Ponak explained to Mr. Doran that it was a Clean Air Act Asbestos NESHAP inspection. Inspector Ponak informed Mr. Doran that it was a "routine" Inspection. Inspector Ponak informed Mr. Doran that EPA was conducting the inspection based on an Asbestos NESHAP Notification filed by Forester Environmental. Mr. Doran informed Inspector Ponak that Forester Environmental (Forester) was finishing final cleaning of asbestos containing material on the second floor. II. Site / Facility Walkthrough Inspector Ponak and Mr. Doran proceeded to the second-floor work area, where Forester was working. Inspector Ponak inspected the work area. Forester was using a negative pressure containment with a decontamination chamber and water. Inspector Ponak met Mr. Drumheller, supervisor for forester at the work area. Inspector Ponak asked Mr. Drumheller if there was any Regulated Asbestos Containing Material (RACM) waste on site. Mr. Drumheller stated that all RACM waste was in a dumpster at the rear of the work area. Inspector Ponak and Mr. Drumheller proceeded to the dumpster. Inspector Ponak inspected the RACM waste in the dumpster. Inspector Ponak observed all RACM waste was adequately wetted, in leak tight bags and properly labeled. III. Records Review No records to review IV. Closing Conference At the conclusion of the inspection, Inspector Ponak met with Mr. Drumheller, the Supervisor for Forester Environmental. Inspector Ponak asked Mr. Drumheller to see his asbestos supervisor license. Mr. Drumheller provided his supervisor license and the crew's worker licenses. Inspector Ponak reviewed the licenses and recorded the license numbers. Inspector Ponak informed Mr. Drumheller that the Forester crew was using proper work practices and that all RACM waste was adequately wetted. Inspector Ponak asked Mr. Drumheller if there were any questions, Mr. Drumheller said no. Inspector Ponak spoke to George Lang, Security Manager for St. Lukes regarding the inspection. Mr. Lang informed Inspector Ponak that he could send a copy of his report to St. Lukes Director of Facilities, Robert Johnson.
