Reason: Provided CBI warning to facility The following information was obtained verbally from Michigan Paving & Materials, Co. (MPM) unless otherwise noted. Process Description: MPM is an asphalt manufacturing site that is permitted to operate 24/7, but typically operates 8-10 hours each day with approximately 20 employees. Raw materials include gravel, sand, liquid asphalt, and recycled asphalt millings. Sand, gravel, and recycled asphalt millings are brought in by trucks and stored in piles in the facility yard. Liquid asphalt and cement are stored in tanks. There is a line of feed hoppers that hold aggregates separated by particle size and property. The amount of each aggregate is variable in each mix, and dependent on the use that type of asphalt is made for. Feed hoppers run at a fixed rate, depending on how much of each aggregate is needed. Shakers and screen decks are used to screen-out larger pieces that are not meant to go into the mix. The aggregate for the mix is brought by belt to a drum where it is dried. The dry aggregate travels down the drum and liquid asphalt is injected. A bucket elevator carries the hot mix asphalt (HMA) to a drag conveyor and then to a silo for storage. At each silo, there is a blue smoke control unit at each silo to control PM and "haze" from silo filling. There are 10 silos, each with a capacity of 300 tons of HMA. There is a knockout box that leads to a baghouse where the pressure drop is monitored daily. If the pressure drop is out of range, production is slowed until it is brought back between 2 and 8" WC. A black light test, where black light powder is injected, is done at the baghouse annually to check bag efficiency. MPM has a fugitive dust plan where gravel roads are sprayed with chloride 2-3 times a year and paved roads are swept 1-2 times a week. Staff Interview: Production has been steady for the last five years. MPM operates under a throughput limit in their permit. TOUR INFORMATION EPA Toured the Facility: Yes Data Collected and Observations: EPA observed the stockpiles and feed hoppers first. Then observed the aggregates mixed transferred into the drum to be dried. EPA observed the baghouse, baghouse stack, and liquid asphalt tanks. EPA went into the control room and read the pressure drop at the baghouse to be 3.4" WC. Photos and/or Videos: were taken during the inspection and are listed in Appendix A.
