Regulations except that the vinyl chloride shall not be inhibited. This company has studied the matter of inhibiting this material and* accumulated data to show that the use of an inhibitor is not neceiiary to safety-!#, transportation. In order to gain actual experience before submitting a proposal to amend the regulations, it is respectfully recommended that a special permit be issued as follows: B.F. Goodrich Chemical Company la hereby authorized to ship vinyl chloride, nninhibit|d, in tank cars as prescribed in sec, 73.314la) of thi I.C.C. Regulations. Shipping orders, bills of lading, or other shipping papers issued in lieu thereof shall boar the notation "I.C.C. Special Permit Mo. 1662" following the placard notation. Each tank cm shall be stenciled, near the other prescribed markings, "I.C.C, Special Permit Mo. 1662." This permit does not relieve the shipper from com pliance with any requirement of th# Interstate Commerce Cora mission Regulations except as expressly provided herein. This permit expires Aug. 31* 1957. The shipper shall report to the Bureau of Explosives any evidence "f polymerization which may oechr in shipments moving under ur.e terras of this permit and shall advise the Bureau of Explosives as to their experience with these shipmente two months prior to the expiration date of the permit.
