The AACPP Executive Committee met on Tuesday, September 1, 1981 at 9:20 a.m., at AACPP's offices, Arlington, Virginia. The Chairman being in the Chair and the Secretary

I. Call to Order
The Chairman declared a quorum present and called the meeting to order.
II. Reading and Approval of Minutes
A motion was made and passed " ... that reading of the 7/16/81 minutes be dispensed with and approved as distributed."

The meeting agenda was reviewed and the order of business as set forth adopted without dissent.

Following prefacing remarks by the Chairman on meeting objectives, and after extended debate, motions were made and
passed,
" ... Approving implementation of PAC-04-80, State Monitoring Program, effective October 1,1981 in accordance with Recommendation Number 1 contained in Staffs 8/11/81 memorandum to the Executive Committee," i.e. delete Nevada.
" ... To accept the pro-active Public Education Program revisions as presented at the meeting and outlined in Attachment A."
The President agreed to revise the Association's Strategic Operational Plan accordingly and disseminate in advance of AACPP's Fall Meeting, October 13-15,1981.
Old Business
A. AWWA Ad Hoc Committee on Asbestos
The President distributed copies of Draft #5 of the proposed AWWA Policy Statement on Asbestos in Drinking Water and requested comment by 9/8/81.
B. Field Problems and Litigation
1. Weston, Wisconsin
At the request of Mr! Cran and following brief discussion, AACPP Counsel agreed to contact Mr. McCallie (J-M) and prepare a memorandum outlining what legal options, if any, existed for AACPP participation in impending litigation between Johns-Manville and the
City of Weston, Wisconsin.
C. EPA Asbestos Related Research
1. N1EHS Animal Feeding Study
Following discussion on the current status of the NIEHS animal feeding study, Staff agreed to monitor future developments closely and where feasible to attempt to accelerate public dissemination of the final
results.
2. Kanarek Study
After discussion, Staff agreed to prepare for Executive Committee review a proposal outlining the cost for a critical review and critique of the original Kanarek study and subsequent updates.

B. Preliminary FY 82 Budget
AACPP's preliminary FY 82 budget was reviewed by income/expenditure category and approval tabled pending revisions to the REP expenditure category which will reflect costs attendant to implementing the pro-active Public Education Program adopted under V.A.l.a.
VII. New Business
A. Fall Meeting/Washington Workshop
At the suggestion of the President, and following brief discussion, approval was given to exploring the feasibility of scheduling AACPP's 1982 Fall Meeting/Washington Workshop in conjunction with AIA's Annual Industry/Government Conference.
Further, a motion was made and passed 2 to 1 " ... that AACPP proceed as planned to hold the 1981 Washington Workshop."
B. AACPP Statistical Reporting Programs
Acting on a long standing request by Mr. Taylor, the President agreed to prepare for review by counsel and the Executive Committee a revision to the Association's Annual Capacity Report which would allow the reporting of A/C pipe exports.
C. Morgan-Burchette Associates, Inc. vs. AACPP
Following explanation by counsel of a court judgment recently entered against the Association in the amount of $20,533.34, it was agreed, without vote, that the merits of appealing the judgment be left to the discretion of AACPP's President and Counsel.
D. AC Underground
Without discussion or dissent, a budgetary decision to drop sponsorship of AC Underground in FY 82 was approved.

2. Connecticut Copies of a 8/27/81 letter from Connecticut special counsel to the Commissioner of Health Services withdrawing the industry's application for a declaratory ruling on asbestos-cement pipe were distributed.
