I presented my credentials to Mr. Bobby Pedersen, Site Superintendent, and informed him I was there to conduct an inspection to determine compliance with the Clean Water Act (CWA) and the Washington Department of Ecology (WDOE) Construction Stormwater General Permit. (CGP). This report is based on information supplied by Mr. Pedersen, direct observations made by me, and records and reports maintained by the permittee. In addition, information gathered prior to, or after, the inspection from a review of EPA, State, and/or public records may be included in this report. The Canyon View - 7-Eleven site is part of a larger construction project that has various operators working on different aspects of the project simultaneously. The original owner/operator of the whole project, Nash Cascadia Verde, LLC, was issued permit number WAR310792 with an effective date of November 10, 2021. Nash Cascadia transferred partial permit coverage to Strickland & Sons Excavation, LLC, permit number WAR311665, with an effective date of August 1, 2022. Strickland & Sons transferred partial permit coverage to Saybr Contractors, Inc., permit number WAR312028, with an effective date of December 19, 2022. Disturbed Area 1.21 acres per permit transfer letter. Site Receiving Water The site impounds all stormwater on site and does not discharge. Number and location of outfalls The site does not have any outfalls. The perimeter of the site is bermed and graded to keep stormwater on site. The roads and sidewalks are monitored for any discharge. All stormwater either evaporates or eventually infiltrates on site. Construction start and projected end dates The project began on October 15, 2022, and is projected to be complete on July 26, 2023. Current Phase of Construction Vertical Construction Phase Inspection Frequency The site conducts routine inspections weekly. Date of most recent self-inspection At the time of inspection, the most recent inspection was conducted on March 31, 2023. Required Sampling The site is only required to sample when there is a discharge. The site has never had a discharge so there has been no sampling. Who collects the samples? Bobby Pedersen, Certified Erosion and Sediment Control Lead (CESCL), would collect samples if there were a discharge. SECTION II - Observations Canyon View - 7-Eleven Observation #: RA1-OB-001 Date: 04/13/2023 Weather: Overcast, 40F During the site tour, I observed some minor track-out from the site's entrance/exit point. I asked Mr. Pedersen about it. He said sediment is blown back into the site at the end of each day and a streetsweeper cleans the roads once a week. 2 of 4 Canyon View - 7-Eleven Permit # WAR312028 SECTION III - Records Review Records may not be in sequential order. Record: Other - Stormwater Pollution Prevention Plan (SWPPP) Map Ref #: RA1-RR-004 Reviewed By: Raymond Andrews AOC: Yes Reviewed Date: 06/15/2023 At the time of the inspection, I reviewed the site's SWPPP map. The site was using the Demolition and Temporary Erosion and Sediment Control (TESC) Plans, dated April 8, 2022, as the site map. The site map did not include the direction of stormwater flow, or location of sampling stations as required by the permit. Record: Other - Construction Stormwater Site Inspection Form AOC: No Ref #: RA1-RR-003 Reviewed By: Raymond Andrews Reviewed Date: 04/13/2023 At the time of inspection, I reviewed a Construction Stormwater Site Inspection Form, dated March 31, 2023. The inspection was conducted by Bobby Pedersen, the Certified Erosion and Sediment Control Lead (CESCL). The form is complete, signed and dated and no issues were noted. Record: Other - Partial Coverage Transfer Letter Ref #: RA1-RR-002 Reviewed By: Raymond Andrews AOC: No Reviewed Date: 04/13/2023 At the time of the inspection, I reviewed a Partial Transfer of Coverage letter from Washington Department of Ecology (WDOE), dated December 19, 2022. The letter approved the partial transfer of coverage from Strickland and Sons Excavation, LLC to Saybr Contractors, Inc. for disturbance of approximately 1.18 acres for the construction of Canyon View 7-Eleven at 19011 141st Street Ct E, Bonney Lake, Washington. Record: Other - Stormwater Pollution Prevention Plan (SWPPP) AOC: No Ref #: RA1-RR-001 Reviewed By: Raymond Andrews Reviewed Date: 04/13/2023 At the time of inspection, I reviewed the site's Stormwater Pollution Prevention Plan (SWPPP), dated April 7, 2020. The SWPPP indicates the site is approximately 1.21 acres and the cumulative soil disturbance is less than one acre. The SWPPP stated that due to the size of the disturbed acreage, Discharge Monitoring Reports (DMRs) would not be submitted. A letter from Washington Department of Ecology (WDOE) approving the partial transfer of permit coverage, stated DMRs were required to be submitted for "the full duration of permit coverage." Mr. Bobby Pedersen, Site Superintendent and CESCL, said he submits DMRs monthly. I suggested the SWPPP be modified to note the DMRs are being submitted monthly. SECTION IV - Sampling Activities No sampling was conducted. SECTION V - Area of Concern The presentation of an Area of Concern does not constitute a formal compliance determination or violation. AOC Reference #: RA1-RR-004 Records Review: Other - Stormwater Pollution Prevention Plan (SWPPP) Map Permit Requirement Permit Part S9.E, "The SWPPP must also include a legible site map (or maps) showing the entire construction site. The following features must be identified, unless not applicable due to site conditions... 3. Approximate slopes, contours, and direction of stormwater flow before and after major grading activities... 9. Location of water quality sampling station(s), if sampling is required by state or local permitting authority." AOC: The site map did not include the direction of stormwater flow, or location of sampling stations as required by the permit. During the closing conference, I discussed my observations and the Areas of Concern I identified during the inspection. Observations and Areas of Concern have not yet been evaluated for a formal compliance determination. SECTION VII - List of Appendices 1.
