Bill, as we have talked, divisional management, manufacturing management and company, personnel within MIC were not aware of the contacts and program underway at Nitro in connection with Dr. Suskind until literally lat January 1979.
The EPC communication was forwarded to Mr. Fitzgerald but, for one. reason or another, it did not find its way to the divisional or personnel level.
Clearly, this communication lapse could have had very serious consequences.
I'd appreciate your making certain that all future communications of this type related to plant situations are forwarded to the appropriate general manager, ^ director of manufacturing, and director of personnel with operating responsibility. I am sure that we could have been more effective in this 2,4,5-T situation had we been cognizant of the total perspective beginning in June.
