The meeting began with a discussion on how to get more participation of chiefs and leadmen in the STOP program. Three reasons were presented as to why STOP observation cards are not being turned in by hourly personnel. The first was "Don't have time." Although an observation is made and corrective action taken, the individual does not have (or take) the time to write a card. The second reason given is lack of motivation. This is due to the method of presenting the STOP instruc tions. It was suggested that more discussion time follow the completion of the STOP booklets. The third reason given for not completing the cards is that there is some fear that the observation card may become a part of someone's personnel record. Old Business Cooling Tower Fan Hazard When the fan drive motors are shut "down the fan continues to turn due to wind drafts through the tower. Attempting to stop the fan for repairs is hazardous. A question was raised as to what are the responsibilities of a holeman. Action The SHAC chairman presented a draft guideline of holeman responsibilities to the PMSB. J***-^~**r f New Business Coveralls Coveralls are not being cleaned thoroughly. Many contain stains that will rub off on a person's skin. Some are being issued with the pockets full of sand. Until June 20, we had the best safety record going since we changed to the new safety accounting system in 1977. Unfortunately, we had two recordables on the same day. In addition, the number of minor injuries ^ and incidents are increasing.
