Box 727 Westlake, Louisiana 70669 Dear Jack: Confirming our earlier telephone conversation, we have leased four 20,000 gallon tank cars to move the Light Aromatic Distillate to Houston. The cars are leased from Shippers and numbered as follows: ACFX 12375, ACFX 81310, ACFX 81538, and ACFX 81393. These cars will be shopped at Ranger, Texas, for FRA inspection and minor repairs and should be delivered to your plant within the next month. All of the cars are equipped for top and bottom unloading and should have both air inlet and vacuum relief valves on top. Please inspect the cars on arrival and advise us if they are not satisfactory. I have requested innage tables from Shippers for each car and have also requested that Shippers advise you by wire when each car is enroute to Westlake. Finally, I would appreciate your contacting Ron Shank in your Houston office for the correct freight description. The new rail rate for this product should be 30 cents/cwt. Highway 90 East Lake Charles, LA 7O601 Dear Mr. Honeycutt: On May 3, 1977, the Department of Labor's Occupational Safety and Health Administration issued emergency temporary standards regarding occupational exposure to benzene. These standards are based on medical study data that "conclusively establishes that employee exposure to benzene presents a leukemia hazard". The Standard becomes effective on May 21, 1977. Currently Younger Brothers is transporting a light aromatic distillate from our plant in Westlake, Louisiana to a customer terminal in Houston, Texas. This material contains on the average 45$ benzene and all handling of the product must comply with the emergency temporary standard. In my . letter to you on December 6, 1976, a loading procedure was sent which detailed the various exposure controls for the material within our plant. We are presently evaluating our in-plant controls in light of the new standard and will notify you of any changes. In the meantime, I suggest that you review the exposure potential to your drivers when unloading the product or when cleaning any tanks that have carried this or other benzene containing chemical. Pitts ___ August 22, 1977 Light Aromatic Distillate Tank Cars As t understand, the cars to be supplied by Texas Olefins for this service will be sent to a tank car shop prior to being sent to us. The first car, ACFX 81393, was received but required, several repairs before if could be prepared for loading. Please request that the following specific items be included as part of the tank car shop repairs. 1. Inspect both liquid and vapor valves. Repair or replace if necessary. 2. Inspect and repair as necessary the bottom unloading valve. 3. Repack bottom unloading valve stem at the dome. 4. Replace bottom outlet cap gasket and dome gasket. 5. Clean and dry car interior. 6.
