On May 12th I addressed an urgent letter to you out received no word directly or indirectly in reply. In the interim between the time you could have received the letter and the one received yesterday, I frequently called both John Russell and Bill Hammer with this request, "Have you heard anything from Mr. Turner," but the answer was always, "No." I hacl pointed out to you the direction I was going to go unless stopped by your office, and not having received any answer to my urgent request, I proceeded in that direction on the assumption that my decision had your approval. Your letter of May 11th, of which many received a copy, you authorized"complete engineering" without any description as to what you considered to be that* Now at this late date aftei the engineering is almost complete, you seem to suggest you haa i: ...i ... but one drawing.
