Your office, as well as the Louisiana Department of Environmental Quality - Water Division were notified by phone on that date. While emergency repairs were being performed on the treatment units, the lift stations comprising the wastewater collection system overflowed to Outfall 301. All non-essential systems generating wastewater were temporarily shut down during the loss of treatment, as indicated in the attached report from operating personnel. Also attached is their estimate of additional volatile chlorinated hydrocarbons discharged as a result of the bypass. The system also collects/treats "first-flush" stormwater. Highflow condition is not treated. During bypass: Outfall 301 pumps were shut down and all process wastewater collection sumps overflowed through Outfall 301.
