The manufacturer of the most closely comparable domestic in strument, the Vartan Model XL100 and accessories, has offered a guaranteed specification of 40 microseconds which is significantly longer. NBS advises that a high pulse power which Is at least equal to that of the foreign article Is pertinent to the T* (relaxation time) measure ments for which the article is intended to be used. NBS also advises that it knows of no domestic Instrument which Is scientifically equivalent to the foreign article for Use applicant's intended use. For these reasons, wt find the Model XL100 and accessories are not of equi valent scientific value to the foreign article for the purposes for which the article Is intended to be used.
