According to the proposals received, the cost to update the study ranged from $300,000 to $1.5 million. The Committee will discuss the discrepancy between the Committee's estimated cost of the study update and the contractors' estimates at the next Committee meeting. If the study update cost exceeds the Committee's budget, Committee members may need to contribute additional funds to update the study and to support other Committee activities. * Jonathan Ramlow and Has Shah will contact the contractors to discuss negotiating the study costs. The Committee also will consider requesting additional contractors, such as the University of Alabama at Birmingham, to submit proposals to update the study. Prior to the Committee meeting, all Committee members should evaluate the proposals received to date. Dr. Ramlow will send a J skeleton table to aid in analyzing the proposals to Dr. Shah for distribution to the Committee. 3.0 The Committee agreed to form an Ethylene Dichloride Task Force under the Vinyl Chloride Panel to address the Hazardous Air Pollutants Test Rule which will likely require health effects testing on EDC. Marian Stanley explained the plans developed by CMA to address generic issues associated with the upcoming HAP test rule. CMA has formed an Ad Hoc Testing Workgroup consisting of an oversight board and a subgroup of toxicologists to respond to the teat rule. In order to ensure that all positions and statements made by CMA groups ace consistent, the CMA General Counsel coordinates the hiring of outside counsels and makes a recommendation to the Panel on the best representation. The Committee agreed that an outside counsel should be retained to develop the response to the HAP test rule. The Committee members were requested to submit any recommendation for outside counsel to Dr. Shah by September 23. Caffy Norman of Patton, Boggs, and Blow was suggested as a candidate. Dr. Ramlow discussed the possibility of forming another Task Force under the Panel to address vinylideno chloride issues under the HAP test rule. Dow Chemical and PPG Industries would support this activity with separate funding. Dow and PPG representatives will ^ discuss this issue with Dr. Shah. 4.0 Kim Reed reported that EPA plans to issue a TSCA Section 4 proposed rule for ATSDR chemicals in the next few weeks. ATSDR and TSCA issues will be discussed at the next Committee meeting. Drs. Ramlow and Knaak will subeit reproductive effects studies to Dr. Shah for discussion at the meeting. Dr. Knaak also suggested that Committee members review eho latest cancer guidelines for completeness. 5.0 Committee members will meet with F.PA on October 6 at 2:00 p.m. to discuss vinyl chloride risk assessment. The Committee approved the costs for Richard Reitz to attend the meeting and present his pharmacokinetics model for vinyl chloride. Janes Swenberg also will attend the meeting with EPA. Dr. Swenberg will discuss short-term vinyl chloride exposure effects studies at the meeting prior to the EPA meeting. Has Shah, Jonathan Ranlow, Jim Knaak, David Penney, Richard Reitz, and Jim Swenberg will participate on a conference call on September 16 to draft an agenda for chc meeting with EPA. 6.0 The conference call adjourned it approximately 4:15 p.m. Subject to Approval KimberlyReed Admin.
