Tome In Mr. Kinsell*s memorandum of September 8th to you he requested that the high lead content colors in our Ultra Hide Eggshell and Alkyd Flat lines be reformulated as rapidly as possible to reduce the lead content to less than 1%. These particular colors are the Accent Colors made for Mr. Russell's Department, and formu lated in both Eggshell and Flat. No flats are currently being manufactured, but the eggshells are. These are very strong colors, and have remained in the line only because the deep bases available through the Master Palette did not have sufficient hiding. Mr. Russell had intended to base his deep color approach on those products if our "3X" system was not satisfactory to the painters. Since high hiding was a prime requirement of these colors I must point out that it would be impossible to formulate them with lead-free pigments and still obtain good hiding. It may be impossible to actually match these colors with lead-free pigments, and in any event it is impossible to do so at equal hiding. The results of the tests on the painter evaluation of our "3X" deep bases are starting to come in, and the early results have been favorable, i have discussed this situation with Mr. Russell, and recommend that v;c do not proceed with the reformulation as requested by Mr. Kinsell because we fully expect to abandon these formulas within a matter of weeks. I would suggest that you check Messrs. Eugene and Russell for the latest results of these tests and then let me know your decision.
