Schumahcer will meet with DEA. o E. Karrh and R. Schumacher will discuss how to brief CMA departments on the Issues Management Strategy. o Members will comment to L. Ramonas on the Issues Management Strategy document. o Members will comment to R. Condray with ideas on canvassing the ANSI 2129.1 Standard and provide names of additional task group members. o HSC task groups will review the TSCA Section 6 Asbestos Rule for comments. o R. Schumacher will mail outlines of the planning meeting sessions to members. o Sponsors will talk to staff about task group personnel needs. ** 1. B. Karrh, Chairman, convened the meeting at 9:30 a.m, and introduced D. Smallwood to the committee. The chairman also announced the resignation of T. Caldwell from the committee. 2. The committee reviewed the minutes of the March 19 meeting and approved them. As a follow-up to the actions taken by the committee at the last meeting, G. Rodenhausen will contact R. Boggs of Organization Resource Counselors to discuss coordination between ORC and CMA on safety issues. 3. OSHA Inspections The committee discussed the recent OSHA safety and recordkeeping inspec tions and their impact on the chemical industry. B. Karrh will brief CMA's Executive Committee on May 7. 4. Outside Services Budget Items The committee considered and took action on the following projects requiring outside services funds: Approved the CAER regional development program evaluation criteria CMA 060786 Health and Safety Committee Minutes of Meeting April 16, 1986 Page 3 Approved the Michigan Chemical Industry Council proposal requesting $12,000. The CAER Task Group will ask the Michigan CIC to report on how the money has been used and will use the report to generate CAER activity in other CICs. Approved the Ohio Chemical Industry Council proposal requesting 54,500. Approved 58,000 for the guideline for risk evaluation of PMN chemicals Approved $16,500 to review federal notification and reporting requirements for commercial chemicals. Approved $5,000 to support the Keystone Conference on regu lation of biotechnology under federal statutes. Approved $4,400 to identify critical data gaps in pharma cokinetic modeling. Waived the committee's Rules of Procedure to consider the symbol evaluation project, and approved $15,000 for this project. Waived the committee's Rules of Procedure to consider the IARC meeting preparation project, and approved $2,000 for this project. 5. PMN Guideline and Advocacy Plan The committee reviewed the proposed Guideline for New Chemical Risk Evaluation for Premanufacture Notification Under TSCA and the advocacy plan to implement the guideline. The committee approved the guideline and advocacy plan, and asked the Notification and Reporting Task Group to discuss further its proposal on internal company policies to submit a risk evaluation with the PMN. The committee asked the task group to discuss its proposal with other chemical associations and present the committee with a recommendation that will likely go to CMA's Executive Committee. 6. Precautionary Control Measures Committee considered the Product Management Task Group's recommendation to refer the precautionary control measures document to other CMA task groups and committees for their review and comment. The committee also agreed that the task group should consider developing a proposal to establish procedures and criteria for EPA's Chemical Advisories and to open a dialogue with EPA on this subject. Drug Enforcement Administration Recordkeeping and Reporting Bill The committee discussed DEA's proposed new legislation that would regu late certain chemicals used in the manufacture of drugs. R. Schumacher will meet with DEA to comment on the proposed bill and request a copy of the agency's latest draft. 8. Issue Management Strategy The committee endorsed the most recent draft as a planning document for the Health and Safety Committee. Committee members should telephone L. Ramonas with any editorial comments by April 23. B. Karrh and R. Schumacher will assess how to discuss the 'concept more broadly within CMA. 9. Chronic Hazard Classification The committee approved the document, "Criteria for Identifying and Classifying Carcinogens, Mutagens and Teratogens," with comments, recom mending a fourth category for teratogens, "Negative Evidence". 1. ANSI Z129.1 Revision The committee discussed internal CMA canvassing procedures for distribut ing drafts of the new ANSI labeling standard as they become available. Members will comment to R. Condray on ideas for canvassing, and will identify company representatives to participate in the task group. 11. T5CA Section 6 Asbestos Rule E. Warren reviewed EPA's proposed rule to ban and phase out asbestos products. The Product Management, Risk Assessment and Exposure Assess ment Task Groups will assess whether CMA should submit comments on the proposed rule. The committee designated the Product Management Task Group as the lead task group, 12. H5C Planning Meeting Goal managers and, CMA staff are preparing outlines for their presentation at the upcoming planning meeting. R. Schumacher will mail to planning meeting participants copies of the outlines. 13. Senate Hearings on S. 2050 Senator Metzenbaum plans to hold hearings on his bill S.2050. The committee asked the Health Programs Task Group to prepare any testimony necessary to represent CMA's position on his bill. Sponsors should contact the respective task group staff execu tives on personnel needs and task group projects. 15.
