PURPOSE: The purpose of this SMP is to establish methods re-- Vr quired to protect personnel working in or around asbestos from exposure to potentially harmful asbestos fibers. SPECIAL TOOLS OR EQUIPMENT REQUIRED: Major Clean-up or Demolition: PLAINTIFF'S EXHIBIT RMC-43 .1 A reusable or single-use air purifying respirator shall be used to reduce the concentrations of airborne asbestos fibers in the respirator below the exposure limits pre scribed in this SMP. When the ceiling or the eight-hour time weighted average of airborne concentration of as bestos fibers is reasonably exoected to be exceeded bv no more than ten times, the 3M 3710 single-use mask will generally meet these requirements. PERSONA! PROTECTIVE EQUIPMENT: 1. Personnel engaged in removal, demolition, or clean-up of asbestos insulation or removal of coverings from asbestos insulation must wear a single-use respirator or, depending upon exposure level, a full-face piece high-efficiency -dust mask. 2. Respirators are to be cleaned, disinfected, inspected, and maintained as detailed in the.Sherwin Plant Respirator Program. 3y The company will provide the necessary coveralls, head coverings, gloves, and boots,' 4. To prevent the contamination of other clothing, the items which have been exposed to asbestos must be kept in sep arate lockers which have solid partitions. 5. When coveralls which have been exposed to asbestos are to be laundered, they are to be sealed in plastic bags, labeled, and carried to the laundry pick-up station. PROCEDURE: 1. Make arrangements for asbestos insulation scraps to be hauled to the dump and buried the day it is removed. 2. Prior to starting disturbance of any asbestos insulation, caution signs are to be placed around the work area at a distance safely away from any dust which may be created. The signs must be located so as to warn anyone approach ing the area. : 3. Rope off the area to prevent anyone from entering it unknowingly. 4. Check the respirators to be sure they are working properly. 5. Whenever practical, asbestos insulation is to be wetted sufficiently to prevent emission of airborne fibers. In sulation to be removed should be hosed down with water. 6. Care should be taken in removal to create as little dust as possible. B.001321 STANDARD MAINTENANCE PRACTICE #59, Rev. 1 Page 3 of 4 7. Where large amounts of insulation are being removed, it must be kept in a wet condition as it is picked up and placed in dempster buckets. 8. When the quantity of insulation is small or when it is net practical to keep it wet, it is to be sacked in plastic garbage bags and sealed^before removal from the area. 9. All insulation removed is to be picked up, hauled to the dump, and buried the same day it is removed, unless it is kept in sealed containers. 10. Sealed containers of insulation are not to be deposited in trash barrels. 11. Sealed containers of insulation may be placed in demps ter buckets along with other trash only when prior ar rangements have been made for its prompt burial. 12. All small scraps and fibers of insulation are to be cleaned up before the end of the shift. 13. The caution signs and rope around the area are to be taken down at the end of the shift unless the work is to be continued on the following shift. CONTROL: Separate work orders will be issued for the removal of ashestos-containing insulation. The numbers for these orders will have the suffix letter l!#/ which is- to be entered on the foreman's time- sheet. Maintenance Records Center will keep a daily log of per sonnel assigned to these jobs as determined from the time sheets. Once each month, they will send a list of all personnel assigned to this work to the Medical Department and the Safety Department. 5, A separate tabulation will be made of asbestos removal jobs so that a current list of asbestos insulation lo cations may be maintained.
