KELM ^Ll P VC RAIL CAR LABELING Z< DATE: SEPTEMBER 16, 1983 OSHA Vinyl Chloride regulations as published in Section 1910.1017 (1) (4) requires all hopper cars containing PVC to be labeled as follows: POLYVINYL CHLORIDE CONTAINS VINYL CHLORIDE. VINYL CHL0RI0E IS A CANCER SUSPECT AGENT. A check of our hopper car fleet indicates that many of our existing cars do not have the required notation while others have stenciling that is worn and weathered and should be renewed. In order to get our fleet in compliance with OSHA regulations, weather proof, pressure sensitive labels have been printed and are being sent to each of the plants. We would appreciate if you would undertake to have each hopper car coming into your plant, whether empty or loaded, checked and labeled. The new labels should be applied as shown on the attachments. Each car must be labeled 18 times. One label should be placed on or near each of the ten hatches on top of the car and one label on each of the slope sheets by the four unloading tubes on each side of the car. LWK/lp cc: J. In addition to standard cleaning and inspection, further operations are per formed on all surfaces and weld areas to provide a truly "smooth bore" interior and assure a high-qual ity, long-lasting finish. If the nature of the lading demands an even better interior, superior interior preparations are available along with single or multi coat lining systems.
