At various times throughout the year the plant has a supply of Vinyl Chloride Monomer cars greater than the limits set by the Safety Department which cannot be accommodated on the plant tracks. In the past we have requested that these excess cars be held at the railroad's West Springfield yard, sometimes several cars for several days.
Department of Transportation regulations are specific on handling of cars containing dangerous articles.
Article 174.582 of the regulations says:
(a) Carrier must forward shipments of explosives and other dangerous articles promptly and within 48 hours, Saturdays, Sundays and holidays excluded, after acceptance at originating point or receipt at any yard, transfer station, or interchange point, except that where bi-weekly or weekly ser vice only is performed, shipments of ex plosives and other dangerous articles must be forwarded on the first available train.
Cb) No tank car loaded with flammable liquid, flammable poison gas or compressed flamm able gas shall be received and held at any point, subject to forwarding orders, so as to defeat the purpose of this section.
As you can see, at the end of 48 hours at the West Springfield yard these cars must be brought into the plant for unloading. There are times when more than 17 cars (the present limit) will be in the plant at one time and relief from this rule is reauested.
