Health and Safety at Work etc. Act 1974
|
Among the additional duties imposed by the Health
and Safety Work etc. Act with effect from 1st April 1975
is that contained in Section 6 whereby manufacturers and
suppliers are required to make available to customers adequ
ate information to ensure that products will be safe and
without risk to health when properly used
Early action is
called for in this
and possibly print
connection in view of the need to prepare the warnings and information required
coupled with the fact that it is our intention to seek
through the relevant trade associations the adoption of
standard practices wherever possible
know that in some cases individual Unit Companies
have already given consideration to the action required under
Section 6 and the purpose of this note is to bring you to-
date with the way in which those most closely concerned at
N believe the problem should be tackled
At the same time
thought has been given to the possible need to label certain
products the use of which might give rise to health risks
Generally these questions have been considered in
relation to asbestos and asbestos based products and in the case of Unit Companies whose products give rise to different hazards this circular is accompanied by a separate note
Section 6
It is proposed to recommend to the Asbestos Inform-
ation Committee AIC who are already considering the
question that the asbestos industry should be advised
whole to
adopt a paragraph along the following lines modified as
appropriate to take account of the particular materiais con-
cerned in each case for inclusion in sales literature and as
a postscript to Conditions of Sale
However before the
proposal is put forward formally I should be grateful for
your comments so that TAN's representatives on the AIC can

Cortain operations with such materials require precau-
tions to be taken to ensure that they will be safe and

which describe these precautions can be obtained direct

We are proceeding to innagurate the new label on all asbestos
bags
We do have a small problem in trying to get all of this print in six different languages on the bag so that it is legible However we have resolved this to the best of our ability on the old size bag and we are working on it with the smaller high density block package
As of now all future orders for bags will contain the new
label and we would expect to run out of the present inventory
of bags with the old label by approximately_

Dear Mr. Myers
Thank you for your letter of July 13. May I assure you that
all of of the
the a
questions logo the
you have brought up concerning the size colours to be used and the positioning
on the bag have been discussed with representatives of all the
major producers in the world except Australia Yugoslavia and
Russia The points which you raise have all been considered
The fact that two colour printing will add cost has been dis-
cussed The desireability of having the logo adjacent to the
caution label has been discussed
It was the unanimous opinion that although the printing in the form prescribed might cause difficulties in some instances it is extremely important to have the logo as close as possible to that currently in use by A.I.A. if it is to have the impact that we must have if we are to head off the imposition of the skull and cross bones logo which would label asbestos as a
toxic material
I attach a copy of the decisions taken in London and I will shortly be forwarding the sample printing on a M bag for your guidance The logo will be printed in the agreed upon
colours and size

Decisions 1
The a logo currently in use for fibre containing products in some countries was accepted and will be printed on all bags going into E.E.C. countries by all producers and will take the following form
- will be printed in red and black with the bag being the third colour
- will carry no wording
- will be printed as close as is feasible to the
caution label in order that the two interrelate
The caution label currently used by Manville will be a model which producers will adapt to their own specific needs A sample of the M printing will be forwarded to all producers within four weeks
It will be the objective of all producers to new bags marked in the prescribed manner by

LABEL - ASBESTOS FIBER SHIPPING BAG
Paul Kotin Chairman of the Labeling Review Committee
has approved the relocation of the asbestos caution
label from the back of the bag to one long side of
the bag
It is my understanding that the size of the
label will conform to the recommendation made in my
letter of February 5 1975.
In the attachment to this
letter we recommended that the type size of the word
Caution be increased from 24 pt to 36 pt and that
the wording in the body of the label be increased
from 12 pt to 14 pt
I also understand from our
conversation that the label will be printed in English
and in French
