Dear Coard i As "the result of our telephone conversations I arranged a meeting vith the responsible people in the Public Health Service and discussed with them various aspects of the problem. Unfortunately this meeting did not take place until Friday, and in fact I did not get your letter addressed to me until Thursday. For this reason I was unable to comply with the request in your letter that I either return the photograph supplied by Mr. Holland or that I let you know, for by that time the dead line indicated in your letter had already passed. Moreover I saw no point in trying to get in touch with you on Saturday so that I am just now returning both the photograph and the corres pondence which you supplied me. I hope I have not caused you any undue embarrassment or inconvenience, but I am afraid there was nothing I could do about it. As to the results of our meeting, it was agreed that the permission to put signs on the sides of the pump could be given, but it was felt that it would be well to restate the recommendations of the Public Health Service, so as to include a number of other matters that have been dealt with through coi'responaence over a number of years. For example, the files available to Dr. Townsend, who is the chairman of the Committee with whom I met, had no reference to the briefer sign or to the action of the Surgeon General in approving its use interchangeably with the original sign. Dr. Townsend felt, therefore, that we might get the situation in better order from the viewpoint of the current recording by issuing new recommendations to which the approval of the Surgeon General would be obtained. This seemed perfectly satisfactory to me. We agreed that I should make the attempt in the first Instance, to write up the recommendations to include matters already agreed upon, and that this should be sub mitted to you for examination and criticism as to its practicability and applicability, whereupon it would be returned to Dr. Townsend for re-examination by his committee and for approval in final form. It is to be hoped that not too much exchange of correspondence would be necessary to straighten out minor details. I shall try to get a draft of this set of regulations completed in time to include it in this letter. However, if I should fail to do so, such a draft will follow a little later without further comment. When you receive it I should appreciate your going over it carefully with anyone you may wish to consult, letting me have your suggestions and criticisms and amendments, if any. As you will note, my draft is an attempt to get things set forth in such language that it will not be necessary to go back for reconsideration of every little detail that might come about by reason of further changes in the design of pumps.
