Dear Mr. Haddad:
On September 8, 2021, the U.S. Environmental Protection Agency (" EPA ") performed an
inspection at Blackstone Reserve. A copy of the inspection report is included as an attachment
to this letter.
Specific comments, informed by the inspection, are as follows:
An erosion channel was forming leading down to the west side of the dirt road running
north of the houses.
Stockpiles near the northwest basins were not stabilized.
Stockpiles along the south side of the site were overtopping the boundary silt fence.
Please provide a response to these comments, including photographs documenting that the issues
