Recap of Substance Priority Force Rankings - G. D. Conover
Since the last meeting, Task Force members submitted individual recommendations as to the priorities in which Category I substances should be addressed, along with supporting rationale, by the Task Force. A recap of substance priority force rankings (distributed at the meeting) was presented and discussed; asbestos was accepted as priority number one. It was further agreed that asbestos should serve as a test case to determine required actions by the Task Force and other Company activities, and that actions on substances of lower priority should not be initiated until the asbestos work is essentially complete.
Asbestos Regulatory Update - A. B. M. Houston
The relationships of the various regulatory agencies and the steps in the Federal procedure for establishing regulations were explained.
Current and anticipated regulated levels were discussed. One alternative under consideration by the EPA is to ban asbestos completely within thp 198F1-199S timg-.ijama _sa?rn hot-
concerned- activities, ineluding - those represented on the-Task Force; for input to the" Company's response to EPA/CPSC Advanced Notices of Proposed Rulemaking, due February 18, 1980. New regulations are not likely to be promulgated before 1981 or later. The following observations were added and discussed:
. Based on available alternatives, the EPA may designate all automotive applications to be "non-essential" uses of asbestos.
. G.M. has announced a timetable for eliminating asbestos. Indications are that they have achieved a breakthrough on the application of semi-metallic friction material to drum type brakes.

NOTE:
Although not discussed at the meeting, Ford already uses semi-mets in disk brakes on T-Birds, V-8 Fairmonts, all Mustangs except 2.3L, and imported Fiestas. The use will be extended to Granadas in 1981. Chassis Engin eering has development programs with suppliers of drum brakes for passenger cars, but, because of manufacturing problems associated with low tensile strength and high brittleness of the semi-mets, such usage appears at least several years away. Heavy Truck, however, currently uses semi-mets on drum brakes with certain axles, but plans to replace them soon with a non-metallic, non-asbestos composition which looks very promising. Release for limited production is imminent.
It was also stated that any regulations pertaining to carcinogens to be issued by the regulatory agencies are intended to be coordinated between the agencies concerned through the Inter Regulatory Agency Liaison Group.
Asbestos Assessment - G. F. Bolling
Car Engineering presented a paper (distributed at the meeting) entitled "Asbestos Assess ment", which included legislative background, assessment of legislative actions, a detailed listing of asbestos-containing parts at Ford, and the general position of competition regarding asbestos usage. However, the usage list admittedly is incomplete. The following methods were mentioned as means of identifying/verifying additional uses:
. The Materials and Toxicology System (MATS), presently being developed, will have the ability to select and print source approved materials containing asbestos. MATS will not contain material information for Purchased in Assembly (PIA) items, or most Industry Standard Materials. E&RS will present a discussion of the MATS system at the next meeting.
. A letter to the PEO Chief Engineers, asking for information identifying parts con taining asbestos might be an effective method.
. Purchasing's assistance in soliciting information on PIA items suspected of containing asbestos, may be requested.
FPSD Asbestos Concerns - W. H. Fitzsimmons
The special aspects of FPSD parts were discussed. It was pointed out that Motorcraft parts are marketed for competitive makes and models as well as for Ford, and that both new and remanufactured parts are supplied to the service market. Ford has requestedof the EPA that past models be exempted from the regulations.

FPSD will prepare a discussion paper for the next Task Force meeting.
Asbestos Work Plan (Draft) - R. P. Schmuckal
Since the January 11, 1980 meeting of the Task Force, an asbestos work plan was prepared and circulated to members for approval/comment. On the basis of the comments received, a revised work plan (dated January 31, 1980), was prepared, distributed at the meeting, and discussed.
One important change was the deletion of completion dates for the various actions, and the addition of a status column for the individual actions. Uncertainties regarding expected progress suggested the removal of the dates. However, Engineering Staff and Manufacturing Staff will report to the Engineering & Research Subcommittee and the Manufacturing and Supply Subcommittee in May.

It was pointed out that certain asbestos-containing materials may exist without asbestos being identified in our specifications. This applies to both engineering and manufacturing/ maintenance materials. The computerized Materials and Toxicology System (MATS), when fully developed, will partially solve this problem. However, a problem remains in getting suppliers to submit complete compositional data, on proprietary formulations. As a result, the present data in the IH&T Hazardous Materials CATALOG are incomplete, and some materials may contain asbestos without our knowledge. Corrective actions will be determined.
PicS Staff agreed with Action #7 as revised: "Contact suppliers (parts and raw materials) to verify that asbestos bearing items sold to the Company comply or can be produced to comply with all regulatory requirements". P<5cS Staff emphasized, however, that such materials and parts must be identified by other Company activities to P&S Staff, and that their supplier surveys would be limited to those materials/ parts known to contain, or suspected of containing asbestos. No objections were voiced.
The revision of PEP 3-189 was also discussed and a status report is being planned by Car Engineering, Technical Standards and Product Data Dept., highlighting key issues to be resolved before revising the procedure. The Task Force then will consider whether or not this is the procedure that is essential to Ford to assure compliance with government regulations.
It was reported that Manufacturing Staff has about 10 Manufacturing Standards that specify asbestos content, and about 10 more suspected of containing asbestos. Their Manufacturing Staff Procedure Il.d.l. seems to be an effective procedure.
There being no further business, the meeting was adjourned. A complete attendance list (also receiving these minutes) is on Attachment 1.
The next Task Force meeting is scheduled for February 15, 1980, at 3:30 p.m. in the Manu facturing Staff Conference Room (5th floor, east end), WHQ. Assignments for the meeting are shown on Attachment II.
