A0IED CHEMICAL CORPORATIt5 MEMORANDUM February 13, 1974
TO: W. S. Ferguson
s.
$ SUBJECT: Membership - MCA Vinyl Chloride Research Program
I would support broadening of the membership base for
Vinyl Chloride Research Program but am not certain I understand the cost basis. If present membership has paid (or agreed to pay) $24.38/10^ lbs VCM or FVC production any new membership would
--A-
produce funds not heretofore allocated for research projects
l.e. a fund for future allocations. It is my belief that 1974 charges have not yet been
paid and that It would be most equitable to reduce standing
membership by the amount to be received from new membership.
Possibly this is what Mr. Clark Intends.

To: MANAGEMENT CONTACTS OF COMPANIES SUPPORTING THE VINYL CHLORIDE RESEARCH PROGRAM
Subject: Proposal to Broaden Membership Base of Sponsoring Group
Gentlemen:
At the January 25 meeting it was recommended that other companies manufacturing or polymerizing vinyl chloride be given another opportunity to join in the sponsorship of present and contemplated study programs, including any support that may be offered to NIOSH for their investigations. No specific terms were suggested under which membership in the group might be offered to those currently not partici pating.
We have since received inquiries and suggest for your consideration the following terms under which new mem bers might be added to the present group:
1. Such opportunity would be offered to all companies manufacturing or polymerizing vinyl chloride.
2. To provide equitable cost sharing, initial member ship contributions would be on the same basis as those made by present members (currently $24.38 per million pounds of annual VC plus PVC production capacity). Future install ments will be prorated among all companies then members on the basis of published production capacities.
3. Admission to the group would be contingent upon an expression of intent to support such expanded programs of research and investigation as may be approved by the group. Such programs may involve an additional $500,000 over the next three years.

4. Applicants for membership would be required to sub scribe to confidentiality agreements then in effect, and to agree to such rules of conduct concerning dissemination of project information and research results as may then govern the Association's relationship with members of the group.
5. Applicants for membership must commit themselves to cooperate with epidemiological studies sponsored by the group, including the release (under appropriate guarantees of anonymity) of pertinent personnel data.
6. Each applicant admitted under these terms would be entitled to representation on the Technical Task Group on Vinyl Chloride Research and Management Contacts and-would be expected to make personnel available to a degree that constitutes an equitable sharing of the responsibilities incumbent upon their members.
Enclosed herewith is a letter ballot, requesting your views on the appropriateness and adequacy of the terms proposed above. Your early response will expedite the con templated expansion of the membership. In the absence of a ballot return expressing contrary views before February 19, your concurrence in the suggested terms will be assumed.
Sincerely,
