(Telecon) I ca lle d Mr, Haviland pursuant to our recent meeting with Glidden-Durkee concerning the health and new regulatory issues regarding asbestos, Mr. Haviland and i engaged in a rather lengthy conversation.which can be summarized quite b r ie fly Glidden-Durkee` s position regarding asbestos is currently the same as prior to our meeting, that i s , G-D is presently tryin g to 'e lim in a te asbestos, t a l c , and apparently one or two other raw materials th a t are coming under strin gen t federal regu latio n s.o r scrutiny. Mr. Haviland appeared sympathetic but nonetheless adamant in a ttitu d e . P resen tly, there are s t i l l one or two Glidden-Durkee locations that are s t i l l using RG-244; however, this appears to be in c o n flic t with present corporate e d ic t. According to Haviland, G-D has only acquired an in d u stria l hygien ist in the la s t year and th e ir position with regard to health and sa fe ty is somewhat less than so p h isticated . Furthermore, the attitu d e o f corporate administrators is archaic with regard to expenditures in th is area o f endeavor and the general reaction has been to elim inate rather than attempt compliance measures with regard to new regu lation s. The reason fo r RG-244 s t i l l being used is probably due to the proprietary nature o f the formulations and the fun ction -that i t serv e s, n evertheless, i t retains fo r us a foothold within th e ir production f a c i l i t i e s . I t is obvious by Mr. Haviland's comments and the general reaction within the G-D organization that RG-244 does, in th e ir opinion, serve a defin ite and worthwhile fu n ctio n , but the regulations demand more trouble than the product i s worth. This attitu d e is not at a ll d i f f i c u lt to understand. Glidden-Durkee, lik e many paint companies, has oyer the la s t three or four years been forced to make numerous reformulations in th e ir paint systems in order to comply with the new environmental laws regarding so lv e n ts, e tc . and, o f course, the mercury and lead regulations have also required complete reformulation o f many products. According to Haviland, Glidden-Durkee has over the la s t three years been doing almost nothing in research other than reformulating and i t is obvious that they do not intend to get burned again. RECOMMENDED ACTION , BLI Maintain periodic followup with Haviland and others a t Glidden-Durkee. Typed 6/19/73
