Site Entry and Purpose of the Inspection
The Port Houston and surrounding facilities were selected for inspection based on a regional initiative to evaluate facilities at ports receiving or transporting Resource Conservation and Recovery Act (RCRA)-regulated hazardous wastes, and/or have an International Convention for the Prevention of Pollution from Ships (MARPOL) Annex V Certificate of Adequacy (COA) issued by the U.S. Coast Guard (USCG).
This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and records, including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report.

GFL Environmental, located in Houston, TX, operates as a waste hauler for industrial plants, using approximately 170 pieces of equipment, including vacuum trucks, tanker trucks, trailers, flatbed trucks, and roll-off containers to transport waste generated at customer sites. The waste is generated at a customer's facility, then GFL hauls it to the disposal facility designated by the customer. GFL handles hazardous waste, non-hazardous waste, and solid waste. Mr. Stark stated that the waste is brought straight for disposal and is never brought back to the facility. The trucks or tankers are washed and rinsed at a tank cleaner before arriving back at the facility after completion of a job. According to Mr. Stark, the only waste generated at the GFL facility is used oil from maintenance on equipment. GFL is registered with the EPA as a hazardous waste transporter under the EPA ID TXR000076257.
After the opening conference, the inspection team observed GFL's maintenance area and equipment storage yard. In the maintenance area, the inspection team observed two half-full 300-gallon totes of used oil. The containers were labeled "Used Oil" and in good condition. The inspection team then observed the equipment storage yard where equipment such as trucks and roll-off containers are stored when not in use. No areas of concern (AOCs) were noted during the visual inspection. However, further EPA review may change or add to their potential AOCs. A closing conference was conducted at approximately 3:00 PM with GFL personnel.
