SUBJECT: VCM Release Prevention Study
Attached is a study on VCM release prevention that was initiated to evaluate additional reactor instrumentation.
Some simplifying assumptions were made in the analysis with the understanding that the results would be a guide to identify the most effective options.

Several options were identified as being effective in preventing VCM releases. A few were much more effective than others. We recommend the following six items be implemented.
1. Automatic Emergency Kill on High Reactor Pressure.
2. Automatic Emergency Kill on High Reactor Temperature.
3. Add a Check Valve to the Initiator Charge Line.
4. Add an Interlock Preventing Charge without a Vacuum.
5. Add a Rupture Disc Failure Alarm.
6. Add the following options once an acceptable reactor high level alarm is insta 1 1 ed:
a) Stop Charge on High Level. b) Automatic Emergency Kill on High Level during Polymerization.
