Plummer Operating Company, LLC / Hayden Heirs #1 Tank Battery (ARU002352 / CWA) Inspection Date 01/12/2026 Section I - INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 inspectors Uma Lad and Kerri McCabe arrived at the J.D. Plummer Operating Company, LLC / Hayden Heirs #1 Tank Battery, located off Miller County 41 at 33.271890, -93.915022, at 3:15 PM on 01/12/2026 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at J.D. Plummer Operating Company, LLC / Hayden Heirs #1 Tank Battery, which consists of two (2) tank batteries with three (3) storage tanks each, three (3) separators and one (1) pump. One tank battery appeared to be "out of service" or "not in use." Section II - OBSERVATIONS I observed the facility, associated signage, pump, storage tanks, separators, and secondary containment; see Appendix 1 (Photograph Log), Photo No. 1 through No. 4. For additional GPS location and photo metadata, see Appendix 1. I observed loose oil and no catchment bucket at the transfer/load line for one tank battery, see Photo No. 5. I observed three (3) storage tanks in a tank battery that appeared to be "out of service" or "not in use," see Photo No. 6 and No. 7. I did not observe connecting lines and piping on the storage tanks, but I did not observe conspicuous signs stating that each container was permanently closed. It is unclear if the storage tanks contain oil. I observed a tree behind one storage tank, see Photo No. 7. Section III - AREAS OF CONCERN No closing conference was held due to no J.D. Plummer Operating Company, LLC staff present during the inspection. Areas of concern at the time of the inspection are: Loose oil and no catchment bucket at the transfer/load line for one (1) tank battery; and Three (3) storage tanks that appear to be "out of service" or "not in use" and the tree behind a storage tank. If the operator is attempting to permanently close "out of service" or "not in use" tanks inside secondary containment, then 40 CFR 112.2 of the Spill Prevention Control and Countermeasure (SPCC) rule requires that: (1) all liquid and sludge has been removed from each container and connecting line; and (2) all connecting lines and piping have been disconnected from the container and blanked off, all valves (except ventilation valves) have been closed and locked, and (3) conspicuous signs have been posted on each container stating that it is a permanently closed container and noting the date of closure." 2 J.D.
