As promised in my telex to you of yesterday, attached is a .
c&py of Bradley Walls1 report on his meeting with the Depart
ment of Labor lawyer*s in Washington last Thursday. The letter
spells out quite clearly what we can and cannot do under the
law with regard to the development of the Occupational
Standard on Asbestos.. I would recommend that you read this
letter most carefully, especially the final section which
deals with the types of presentations that would be of most
value at the March 14 public hearing.

We request that this letter be treated confidentially. It would be most embarrassing if the "legal game plan" outlined in the letter were to fall into the wrong hands.
