Emerging Contaminants Governance Council (ECGC) 16 December 2015 Meeting Recommendations Endorsed
1. For the flame retardant TBBPA1
Elevate TBBPA to the Emerging Contaminants Action List - OASD(EI&E) will conduct a Phase II Impact Assessment to better pin-point risks and viability of substitutes. - The Assessment will include recommended risk management actions for review by the ECGC.
2. For PFOS2-based Aqueous Film Forming Foam (AFFF)
- The Military Services will: Issue Service-specific risk management procedures to prevent routine uncontrolled land-based releases of AFFF during maintenance, testing, and training activities. Where and when practical to do so, remove & properly dispose of PFOS-based AFFF from the local stored supplies for non-shipboard use to prevent future environmental response action costs. Focus on removing and replacing known PFOS-based AFFF in unopened drums/cans versus AFFF already loaded into system tanks/bladdcrs. PFOS-free AFFF is available on the DoD Qualified Products List.
- DLA will support the Services with risk management actions to include AFFF procurement strategies and inventory assessments.
- The DoD Strategic Environmental Research & Development Program will issue a Statement of Need to initiate research to develop a fluorine-free AFFF.
3. For Capture of Chemical/Material Content for Items in the Supply Chain
DoD Program Managers should continue to use the MIL-STD 882 process for capturing data on hazardous material (HM).
ESOH Acquisition Integrated Product Team should explore: - Making MIL-STD 882 Task 108 mandatory. - Expanding enterprise level HM data collection capability; not just SDS3.
OASD(EI&E) - Continue to follow and coordinate with industry & federal agencies on national level materials declarations standards.
OUSD(AT&L) - Incorporate new materials declarations standards in DoD acquisition policies when appropriate. Proposed policy revisions will be vetted with the ECGC before being drafted.
