MINUTES OF MCA EXECUTIVE COMMITTEE The Royal Orleans, New Orleans, La. Tuesday, March 9, 1965
Following breakfast at 8:00 a.m. , the meeting was called to order by Chairman McCurdy.

1. Report of the Secretary-Treasurer. Copies of the nine-month financial statement were handed to those present. The report was summarized briefly by the Treasurer, who pointed out that a favorable balance of only $5, 600 existed between expense and prorated budget for the nine month period. Two departmental budgets are out of balance -- Public Relations and Information Service.
Income for nine months is approximately $32, 000 ahead of the budgeted estimate, so there is no question but that the Association will conclude its fiscal year on May 31 with a surplus. Work on the new budget for fiscal 1965-66 has been completed, and it is anticipated that the staff will recommend an over-all increase in the area of 7.7%. Full details on this, together with method of financing, will be transmitted to the Executive and Finance Committees on March 22. Approxi mately one-half of our members have reported increased chemical sales for 1964 which automatically will require higher membership fees under our financing formula.
2. Regional Meetings.
(a) New Orleans Conference. The Secretary reported briefly on registration for the Regional Directors' Meeting and Executive Conference scheduled later during the day.
(b) April 12-13 Directors' Meeting in Washington. The Secretary reported briefly on arrangements for this meeting. On Monday, April 12, at 12 noon members of the Executive and Finance Committees will meet in the Washington Hilton Hotel for luncheon. They will then adjourn to the MCA Conference Room

for discussion of budget and financing for the fiscal year beginning June 1, 1965. At 6:00 p.m. the Board of Directors' reception for Members of Congress and government officials will be held at the Army-Navy Town Club. On Tuesday, April 13, at 8:30 a.m. members of the Board of Directors will assemble for a breakfast meeting at The Madison.
3. Ammonium Nitrate Technical Committee -- Extension of Tenure. This ad hoc committee was organized in 1958, following the Texas City disaster, to develop safe methods of handling, storing, and transporting fertilizer grade ammonium nitrate, and has worked on various technical assignments in the safety field. Its most recent project --a cooperative research effort with the Bureau of Mines to develop information on the behavior of ammonium nitrate in fire exposure -- remains incomplete in certain respects. In a letter to General Decker dated February 17, the Committee had requested that it be continued for another two years. After discussion, the Executive Committee voted unanimously to recommend to the Board that this ad hoc committee be extended until March 15, 1966, in order to close out its work.
4. Trade with Iron Curtain Countries. In accordance with authorization from the Executive Committee at its last meeting, a letter had been prepared and sent to Senator Fulbright on March 3, reaffirming the position previously taken by MCA on trade with iron curtain countries. This position was to the effect that while trade in non-strategic goods may help promote better relations with Soviet Bloc countries, the shipment of technologically advanced know-how or plants would poorly serve the best interests of the United States. General Decker said he had discussedthis letter informally with Secretary Connor before sending it. A copy had also been sent to all Executive Contacts, with the usual notation that individual member companies were free to establish whatever trade relations they might consider appropriate, subject to government regulations. After discussion, the Committee expressed general approval of the action taken.
5. Proposed Chemical Industry Policy for Legislative Action on Environmental Health. Committee members had received in advance of the meeting a draft of a proposed Chemical Industry Policy for Legislative Action on Environmental Health, prepared by the Environmental Health Advisory Com mittee. After brief discussion, the Committee recommended that this proposed statement of policy be approved by the Board.
6. Chem-Card Program. General Decker reported that he had requested comments on the revised Chem-Card program, as approved by the Board at its February meeting, from other interested associations which might be affected by its implementation. It appeared that most of them, particularly the American Petroleum Institute, would like more time for consideration. After discussion, the Committee agreed with General Decker's recommendation that these associa tions be urged to have their comments in by May 1 and that implementation of the program by MCA be deferred until after that date. -3to proposed Coast Guard regulations concerning information similar to ChemCards, effective September 1, 1965, which pointed up the desirability of MCA not deferring implementation of its own program for too long a time.
7. Administrative Matter. Salary adjustments for certain individuals on the staff were recommended by General Decker and approved by the Committee.
There being no further business to come before the meeting, it was adjourned at 9:15 a.m. The Regional Directors' Meeting and Executive Conference got under way at 9:30 a. m.
