E* Mittnacht Ethyl Gasoline Corporation Chyrsler Building New York City New York Dear Mr* Mlttnacht* We have your letter of July 21st referring to the anticipated examinations for tank truck drivers who will he transporting Ethyl Fluid* . If truck drivers are permitted to handle Fluid and arrange for its transfer to the refinery storage tanks, then we shall have to assume the res* ponsibillty for their examinations* On the other hand, if they personally have nothing to do with the handling of transfer of Fluid and merely deliver It to the refinery where the regular staff of blenders transfer It to the weighing tank# then it would seem that no more care'would be necessary In following them than.we take at the present time in connection with tank car shipments* It would seem to us that.the latter course were the safer from maby points of view* Truck drivers, as a general rule, ar inexperienced in the handling of harmful compounds and have not the technique usually found in refinery employees who are blending* Again, to permit them to work in any operation involving the handling of Fluid would be extending the present hazard to another group of men# a procedure which we have tried . to avoid in the past* . It appears to us that If In some way you could arrange to have the tank trucks closed and sealed at the blending plant# and again cleaned and closed a t the refinery, we could be certain that these men had no exposure and would hot have to keep our eye on them as a potential source of difficulty* I plan to go to Wilmington during the first week in August and will stop in to see you on Tuesday, August 1st, if convenient, and discxiss the matter In greater detail w i t h you then, Very truly yours, KE 0000534
