The pH of the combined wastewater at outfall 001 was above the NPDES Permit limit of 9 units (approximately 11) from 10:30 am to 5:00 pm on April 18. This exceedence resulted from an inadvertent discharge of incinerator wastewater through the 001 outfall from 9:45 am to 4:15 pm on April 18. This wastewater is normally routed to the Conoco Chemicals Company Lake Charles Chemicals Plant's wastewater treatment system where it is treated and discharged via a permitted outfall. Immediate action taken to resolve this problem was to reroute the incinerator wastewater to the VCM Plant's secondary wastewater treatment system where it was treated and discharged via the permitted 201 outfall. Evaluation of a proposed piping change to prevent future incidents of this type will be conducted. The effluent wastewater discharged from the VCM Plant's secondary wastewater treatment system at Outfall 201 showed a BODr analysis of 1743 lbs. on December 30, 1983. Although the 201 Outfall analysis showed 1743 lbs. of BOD, the in-plant quality control sample point directly up-stream of the 201 Outfall showed a composite BOD analysis of 1350 lbs. on December 30, 1983. We believe that this discrepancy is a result of the 201 Outfall sample bottle having overflowed on December 30, 1983, caused by the effluent wastewater flowrate being too high for the 201 Outfall automatic sampler set point. For this reason we believe the analysis of the sample taken at the quality control sample point directly up-stream of Outfall 201 is more representative of the actual effluent wastewater than the sample taken at Outfall 201. Therefore, we feel that the limitation for BOD at Outfall 201 was not exceeded, although the analytical results indicate as such. The overflowing of the 201 Outfall sample bottle is also the likely cause for the apparent exceedances of the TSS limitations as previously reported for December 30, 1983 and January 1, 1984.
