This meeting is nm~ scheduled for the Marriott Hotel, Saddle Brook, New Jersey, for Tuesday, December 4, 1979 at 9:30A.M. The Institute has reserved rooms for some of those arriving the night of Honday~ December 3, 1979. Anyone interested in these rooms should make their arrangements directly with the Institute Office, as these rooms are held for the Institute. All reservations being made by the Institute include late arrival guarantees. This meeting is being called because of EPA initiatives in the toxicsubstances control area. Under the Toxic Substances Control Act, the EPA has broad authority l-There they can establish that use of a material can present an unreasonable risk to health or the environment. Asbestos is one of the first targeted materials by the Office of Toxic Substances and friction materials are at the top of their list. Hr. Moalli, as President of the Institute, and I attended a meeting at the Asbestos Information Association's Office on Friday, November 16, 1979. There were others attending from the AIA's ad hoc Committee on friction materials, including representatives from Raybestos, Abex and Bendix. In addition there were four representatives from the EPA's Office of Toxic Substances. Ur. Richard Guimond of that Office was the main spokesman for the EPA. There were two basic areas of discussion at that meeting: (1) A voluntary action program where EPA would decide on training and labelling initiatives in the friction materials area; (2) The regulatory approach, which apparently ~1ill involve emphasis on availability of substitutes for automotive disc brake linings. It is not felt that there is too much difficulty in working with the EPA on voluntary guidance procedures. The problem is that EPA is seeking information H'hich indicate plans for a requirement for the use of substitutes in automotive disc brake linings. A copy of the eleven questions from Hr. Guimond of EPA is enclosed. Should the Institute gather this information from individual members and assemble it and forward it to EPA? Would industry members prefer to reply directly without going through the Institute? Rm~ can trade secrets and confidential information be kept safeguarded if supplied to EPA? Hhat is the best procedure to provide EPA with the ans"torers they need? Mr. Hoalli is calling this meeting primarily for the purpose of discussing these initiatives by the EPA as regards the use of asbestos in automotive disc brake materials. Other items in the asbestos area and in other areas may be raised at the meeting. Jim Armstrong, Chairman of the Institute's Health and Environmental Affairs Committee plans to attend. Also, Hr. Bob Pigg of the Asbestos Information Association as well as Ur. Tim !Iardy, Legal Counsel for the AIA, are invited and plan to attend. This meeting is considered important for the full Membership. If for some reason you will be unable to attend this meeting I ask that you complete the enclosed proxy and sign it.
