We propose offering automakers compliance credit through EPA's off-cycle credit program for 3 to 5 years. In exchange, the companies would agree to invest in a well-designed test of these technologies across a broad range of technology packages and vehicle platforms whose data from the test would be shared with EPA (and NHTSA) to determine how the technologies would be incorporated into the program permanently. We believe that this is a critical component of the flexibility that is mentioned as part of any fuel economy and emissions deal between California and the Trump Administration. We plan to offer other ideas for flexibility with specific modeling in the coming weeks as well as a paper about the economic and national costs of oil dependence.
