The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has three, double-walled, jacketed steel underground storage tanks (UST) that were installed in October 1992. Tank names, capacities, and products are listed in the table below. Piping for all tanks is pressurized, double-walled fiberglass reinforced plastic. The EPA last inspected the Facility on May 2, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with Facility staff on April 16, 2025, and April 30, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). 4050002-First American Mart Page 1 of 3 5/21/2025 UST Inspection Ms. Grabowski arrived at the Facility at 11:00 a.m. CDT, introduced herself to the Facility representatives, and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. , from the Flandreau Santee Sioux Tribe natural resources department, joined for the physical inspection. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 350J automatic tank gauge (ATG), which performs continuous statistical leak detection (CSLD) via probes in each tank. Records of release detection tests were maintained onsite from January 2025 - May 2025. Records from 2024 were not available. A record of annual operability testing for the ATG console and probes was not available during the inspection. According to EPA records, the last annual ATG test was conducted on August 11, 2022. Piping Leak Detection Piping leak detection is satisfied by electronic line leak detectors (ELLD), which perform annual 0.1 gph line tightness tests. The EPA inspector printed pressure line leak test results from the Veeder Root console, which indicated the following: Line 1 (Q1) had a passing 0.1 gph result dated April 5, 2025, Line 2 (Q2) had a passing 0.1 gph dated March 30, 2025, and line 3 (Q3) had a passing 0.1 gph test dated April 7, 2025. A record of annual operability testing for the ELLDs was not available during the inspection. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Records of triennial testing for spill buckets and overfill prevention devices (flapper valves) were not available during the inspection. EPA records indicated that the last spill bucket test and flapper valve test occurred in August 2022. After the inspection, on May 23, 2025, the EPA inspector emailed copies of the August 2022 test records to the Facility representative and instructed that they be maintained onsite. The email also served as a reminder that the spill bucket tests and flapper valve tests are due again in August 2025. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections were not being performed or documented at the time of the inspection. Operator Training There is a designated Class A operator at the facility; however, no training certificate was available at the time of inspection. On June 2, 2025, a Class A/B training certificate, dated August 12, 2020, was 4050002-First American Mart Page 2 of 3 5/21/2025 UST Inspection emailed to the EPA inspector. Class C training documentation, dated June 3, 2025, was also provided via email to the EPA inspector. Financial Responsibility In South Dakota, financial coverage for regulated UST systems is provided through the South Dakota Petroleum Release Compensation Fund. Each UST facility is responsible for the deductible. The South Dakota Certificate of Financial Assurance for Petroleum Underground Storage Tanks was not available at the time of inspection. On May 23, 2025, the EPA inspector emailed a blank copy of the FR certificate and instructed that it be filled out and maintained onsite. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, UDC sumps, tank top sumps, ATG risers, and the ATG console. The containment sumps were free of liquid and debris; however, all three spill buckets contained water. The tank probe wiring appeared to be in good condition, and the ATG console indicated all functions normal. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping. Inspection Report Attachments A.
