Purpose of the Meeting:
To request reversal of punitive provisions of the Renewable Fuel Standard which damage small businesses through government overreach, specifically, recurring replacement RINs and penalties for companies who have provided an. affirmative defense (done no wrong).
Background on the Meeting:
We have been involved with the EPA since 1007 in the RINS area and worked to help establish the Qualitv Assurance Programs. In doing so we have been exposed to some of the RIN fraud cases with damages as follows:
________________ Murex LLC Damages in Millions________________
Replacement RINs RIN Value Penalties

Actual Damages Pendino Liability

Murei sold RINs we thought were valid to major oil companies. We conducted extensive due diligence ''affirmative defense; but were fooled by criminals. When the EPA declared the RINs invalid, the oil companies had to supply replacement RINs and in some cases were assessed penalties. Murexh contracts with customers required Murex to make whole, the oil conyanies, resulting in huge losses and a great, injustice where honest people are punished for no apparent reason.
Rote of the
Administrator:
To reverse the replacement RIN and penalty provisions of the Renewable Fuels Standard for companies providing an affirmative defense. The oil companies would receive replacement RINs and penalties back and Murex would recover RINs and penalties through release agreements.
