Attached are the industrial hygiene sampling results for asbestos fiber taken during
asbestos insulation removal activities at the Cat Cracking Unit. As noted, air concentrations of asbestos fiber are below the OSHA permissible exposure level when calculated as an 8-hour time weighted average. Even though the 8-hour TWAs are below the OSHA PEL, we believe the possibility of exposure above the PEL is possible with further removal of insulation with the steam drum in service. Therefore we recommend discontinuing this project until a time when the steam
drum would be out of service and would be cold. At that time a total enclosure would be erected and removal of the insulation would be accomplished without problems that may otherwise be encountered now. We also feel that this project has been a success in proving that, if required, any future assignment of this type with similar conditions could be achieved within OSHA regulations.
