Section I - INTRODUCTION
Martin and Spurgeon / Sunflower Lease Inspection Date: 02/25/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Martin and Spurgeon oil and gas facility located near Wynona, Oklahoma on 02/25/2020 for an unannounced inspection. There were no representatives of Martin and Spurgeon present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as the Sunflower Lease.
Section II - OBSERVATIONS I observed that the tank battery pit with had 1 to 2 feet of fluids in it during the inspection. The fluids were seeping from the base of the berms to a trench that flowed east. The fluids were associated with rainwater mostly, but there was some surface damage I observed east of the tank battery. I observed that the saltwater storage tank had run over in the past to the nearby pit.
Section III - AREAS OF CONCERN The berms of the secondary containment were seeping and there was fluid in the pit during the inspection.
Section IV - FOLLOW UP EPA water enforcement will conduct a follow up inspection in approximately 3 months and will refer this facility to EPA Region 6 SPCC program.
