Section I - INTRODUCTION
Contango Midstream Company / Metcalf 24-2 Inspection Date: 03/12/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Contango Midstream Company oil and gas facility located near Cushing, Oklahoma on 03/12/2020 for an unannounced inspection. There were no representatives of Contango Midstream Company present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as the Metcalf 24-2. The facility was previously identified by EPA ID No. OKU000805 and has an open Administrative Order, (Docket No. 06-2014-1790). This tank battery area was the site of a previous spill of produced water from the secondary containment pit.
Section II - OBSERVATIONS I observed a large pit east of the tank battery that was dry. The secondary containment at the tank battery was lined as well. I saw the nearby creek to this site, which was flowing east during the inspection. With a calibrated YSI Pro 30 conductivity meter, I took a reading at the creek that was below 1,000 milligrams per liter (mg/L) Total Dissolved Solids (TDS) indicating no contamination from produced water was present during the inspection.
