It appears that at that time, PPG committed to contribute $10,000 to th* VDC budget; however, only $6,000 was paid. Unfortunately, most of the PmA records from 1984 have already been purged and I am unsure whether PPG was billed for the additional $4,000 or if it was an oversight in the CMA accounting. In any case, Dow paid its full share of fh.e 1984 budget and PPG committed to the full $10,000; therefore, it see^Hs fair that the oversight be corrected at this time. I have two proposals for your consideration. As we have already discussed, the VDC budget is extremely low at this time and the two companies need to contribute money a4 ^oon as possible. I suggest that-- 1) PPG can pay the remaining 4*4 100 at this time in addition to its 1991/1992 contribution 07 2) the $4,000 can be credited to Dow's portion of the 1991/1992 budget and PPG pays only it& 1991/1992 contribution. A For example, with a 1991/1992 bu^jjt of $15,000 under the current 70/30 cost sharing agreement, Dow wovlA. be responsible for $10,500 and PPG would be responsible for $4,500. M-th the first example, Dow would contribute the $10,500 and PPG would f>o./ $8,500--$4,500 for the 1991/1992 budget and $4,000 for the V2.rvtaj.ning 1984 commitment. This would result in a total contribution ^$19,000. Under example 2, Dow would pay only $6,500 and PPG would pu/ $4,500, for a total of $11,000. Because of the Panel's low cash balance, I would suggest that a minimum of $10,000 be contributed at "HaLs time. However, you may recall that during July, Bruce Dickson prepared comments on EPA's inclusion of VDC as a "high-risk" pollutant. I have just received the bill from Paul, Hastings, Janofsky & Walker for Bruce's legal services rendered--$14,385.83, which greatly depletes the cash balance of the Panel. According to the files, the last time that the Panel companies contributed to the budget was in September 1989. I am proposing that the Panel contribute the same amount, $50,000, at this time. Attached is an indication of your company's share of $50,000, if approved. I have also provided a breakdown of shares for a $40,000 and $30,000 budget. Please let me know which budget you would prefer for 1992 VDC activities. If I do not hear from you by September 18, 1991, I will assume that the $50,000 budget is acceptable and will Issue commitment forms at that time. Thank you for your prompt attention to this matter.
