This report is based on information supplied by the facility representatives, inspector observations, port related facilities, records, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the EPA during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. DES typically transports only RCRA-exempt E&P wastes or nonhazardous wastes. DES does have a driver on its staff that is certified to transport hazardous waste, but transporting hazardous waste is not typical. DES does not maintain a MARPOL COA. Contains AOC: No Lead Inspector: Brook McKeown Attendees: Seth Candies (Field Manager) Contains CBI: No Mr. Candies provided the inspection team with an overview of Port Fourchon operations at DES. DES serves as a transporter for port tenants and primarily transports E&P wastes and nonhazardous wastes via a fleet of trucks including vac trucks, double rails, and end dumps. DES leases a space at Port Fourchon where the trucks are kept. Mr. Candies stated that trucks at the site are either empty or temporarily staged overnight for one night during transport of the material. DES is registered as a transporter of hazardous waste (EPA ID LAR00006844), but Mr. Candies stated that only one of his drivers is certified to transport hazardous waste and that DES rarely transports hazardous waste. DES accepts material for transport from various port clients and transports the material to various off-port destination facilities as directed by the port client. Mr. Candies also stated that the trucks used for transport are washed at the destination facility. While at the site, the inspection team conducted a brief walkthrough and did not observe any apparent AOCs; however, further EPA review may add to the facility's potential AOCs. The inspection team did not request further documentation and conducted a closing conference onsite. SECTION III - RECORDS REVIEW No RCRA-regulated records were reviewed during this focused onsite inspection. SECTION IV - AREAS OF CONCERN The presentation of Area(s) of Concern does not constitute a formal compliance determination or violation. The inspection team did not identify apparent areas of concern while on site at DES in Golden Meadow, LA.
