Fortunately, an analy sis of 0.8. voting makes it possible to fonsulate a more selective (and sore economical) madia buy. Nyalaction voting on legislative proposals, bond issues and amendments typically involvas a small percentage of tha total electorate, under 10% in fact. This leads to tha conclusion that ve can buy programs in selected publications and reach a meaningful segment of tha relevant public. (Nadia rationale and strate gy to be presented to IOC.)
Tha currant Bealth and Safety Program (at Hill a Knowlton) is concerned with legislative action and getting information to editors. It needs to be sup plemented. The'neat we can hope of editors and re porters is that they be informed and impartial. Hut they are oriented to news events not education. The positive side of the lead position must be transmitted vis paid space. Only then can the message be accurate ly stated, repetitively stated, and draMtlcally stated.
