The following information was obtained verbally from Mr. Tolin, Mr. Echavarria, and Mr. Sullivan unless otherwise noted.
Company Ownership: Napuck Salvage is affiliated with Reserve Management Group and shares common
ownership with the neighboring facilities of Regency Technologies, Reserve Marine Terminals, and South Shore Recycling, all of which are located at 11600 South Burley Avenue.
Process Description: The facility is enclosed in a building and receives obsolete scrap metals, such as cast iron,
rotors, and drums, from contracted suppliers and from South Shore Recycling. The metals received is composed of75% aluminum and 15-20% stainless steel, brass, and copper. Any air bags from automobiles received are picked out of the scrap by hand. The metals enter a trommel to separate the scrap by size. The oversized scrap that exits the trommel enters a bath to be separated by weight. The larger material is loaded into a 62-inch mill, consisting of a shredder with water control, processing at a rate of 4 to 5 tons per hour. The ferrous scrap is separated using drum magnets. The smaller non-ferrous material is processed in the eddy current separator. The non-ferrous material is also loaded and processed at a rate of I to 2 tons per hour in a small crusher that is controlled by a pulsating cyclone. The crushed non-ferrous product is bagged for sale.
Staff Interview: The small crusher was not operating at the time of the inspection. The shredder occasionally
catches on fire, if, for example, a battery was in the loaded material. According to the facility staff, there have not been any fires this year.
TOUR INFORMATION
EPA toured the facility: Yes
Data Collected and Observations: On the East end of the Napuck facility, inspectors observed piles of scrap, including
shredded and fine aluminum, around the trommel (photo 1). The ground was dry and dusty.

Inside the facility, EPA observed the large bath in which the heavy materials sink and the light materials float. We observed coins on the ground, and the facility staff stated that a lot of coins were separated by the bath with the heavier materials. We observed bags offerrosilicon which the facility described as a medium used in the bath.
Inside the facility, we observed a plume of dust emanating from a bagging area (photo 2). Upon closer inspection, we observed that a fan was positioned on the opposite side of the bagging operation which directed air away from the bay doors and into the facility (photo 3).
We observed the larger of the two mills and the feed input to the mill (photos 4-5) during the facility lunch break while the unit was not operating. In the ceiling above the mill, we observed many holes. We observed that the ground inside the facility was dirt and there were large puddles of water. The facility staff explained that water is sprayed inside the mill through recessed nozzles. An operator monitors the mill and adds water 'as needed.' The staff were not sure whether the water usage was recorded. When asked where the water goes, the facility staff said that it comes out on the product, on the floor, or as steam.
We also observed the smaller of the two mills and its feed hopper while the unit was not operating (photos 6-7). We observed the duct pick-up points and the ducts that led, according to the facility staff, outside to the dust collector. The facility staff informed us that there is a mister on the feed hopper but that they try not to add much water.
