Box 44096 Baton Rouge, LA 70804-4096 RE: Follow-up to Response to Compliance Inspection of September 28, 29, and 30, 1987 Dear Mr. Newton: On March 17, 1988, Mr. William Coltrin from the Lake Charles ffice of the DEQ, telephoned me and requested additional information from PPG on 2 items and additional action by PPG on l item listed in my March 9, 1988, response to the Compliance Inspection report from you dated February 8, 1988. As agreed t in the conversation with Mr. Coltrin, PPG is submitting the following additional information/action plan. item 2a: In addition to keeping the usage of cross-ties to a minimum and employing daily inspections and clean-ups at every location using cross-ties, polyethylene film will be used to cover the cross-ties at every shoring site to aid in preventing accumulations of mercury on or in them. Completion of this project is still expected to be the end of April, 1988. Item 2b: This item is covered by the new Mercury Cell Fume System LESHAP monitoring and recordkeeping requirements. As part of PPG's conditions established with the DEQ's LESHAP Section (Mr. William Davis) for approval of alternative monitoring and recordkeeping for this system, PPG intends to monitor and record th exit gas temperature for this system once every four hours. Any abnormal operating condition found will be reported in a semi-annual report to the DEQ, LESHAP Section. Item 30: Attached is a copy of the results of the Method 9 determination as performed by Entrophy's sub-contractor Eastern Technical Association.
