Section I - INTRODUCTION
La Moreliana #10 Inspection Date 1/14/2026
PURPOSE OF THE INSPECTION
I, EPA Region 6 inspector Lee McMillan accompanied by inspector Sandesh Thapa began a routine neutral scheme investigation. I arrived at the La Moreliana #10 at 11:38 AM on January 14, 2026, for an unannounced inspection. I presented my credentials to Mr. Jesus Salto and informed him that I was there to conduct an EPA inspection to determine compliance with the Federal Insecticide Fungicide Rodenticide Act (FIFRA). The scope of the inspection would be to review documents and any pesticide products for evaluation of the compliance with FIFRA (40 CFR Subpart 169.3 - Inspections).
FACILITY DESCRIPTION
La Moreliana #10 is based in Houston, Texas, and has been in existence for 20 years. La Moreliana is a family-owned franchised corner convenience store, grocery, and supplier of vendor goods. The company has 15 employees. La Moreliana's annual sales are approximately $103.82 thousand [La Moreliana 10 - D&B Onestop Report 10-March-2026].
Section II - OBSERVATIONS
On January 14, 2026, I met with Mr. Jesus Salto and discussed the company's business. At approximately 11:43 AM, I toured and inspected the La Moreliana facility. During the investigation I viewed the store Retail and Storage Areas. The Storage Room Area is only used for business use. No retail goods are stored in the Storage Room.
During the investigation I observed nine 500 mL bottles of Clorox Bleach with Spanish labeling on the store shelf. Photos were taken during the inspection. The labels made the following health claims: "Eliminates 99.9% of viruses, bacteria, and fungus including: Influenza A H1N1, SARS-CoV-2, Salmonella, E. coli, Staphylococcus, Respiratory Syncytial Virus".
Section III - AREAS OF CONCERN
I conducted a closing conference with Mr. Salto at 11:49 AM on January 14, 2026. The 500 mL bottles of the Mexican Clorox Bleach discovered during the inspection appear to be out of compliance with FIFRA. The product labels were in Spanish and the product made health claims. The label also did not indicate an EPA registration number. Vendor invoices and sales receipts were requested during the inspection. I concluded the inspection and exited the facility at 11:50 AM.
