The Act provides the U. S Environmental Protection Agency (EPA) with broad authority to require manu facturers and processors to test new and existing chemicals, to obtain detailed premanufacture notification for any new chemical or any significant new use of an existing chemical and to obtain voluminous information on production, handling, distribution, use, disposal and health and environmental effects of chemicals. Also, EPA is empowered to impose bans or less severe restrictions on production, distribution, use or disposal of chemicals which may present unreasonable health or environmental risks. The Act will subject manufacturers or processors to substantial premanu facture notification requirements with respect to chemical substances which are not included in the inventory list to be published by November 11, 1977. The term "Chemical Substance" encompasses everything from the basic elements to the most complex organic chemicals. It also includes naturally occurring substances such as coal and wood and any chemical substances derived or extracted from them. -- as defined in subpart 700.2(d) (1) of the Act. Therefore, we request that you take the necessary steps to include on the EPA inventory list all chemical substances supplied to Celotex for our use. The inventory submitted should include compounds designated by and sold under trade names and proprietary formulations as appropriate. Also, we are requesting acknowledgment that you plan to comply with the Toxic Substance Control Act as it pertains to manufacturing and distribution of chemical substances, mixtures, etc. Please acknowledge receipt of this letter by signing and returning the attached copy of this letter.
