I have no comments in connection with your report beyond what was mentioned in Detroit. I do have two points which were discussed in Detroit that I wish to emphasize: 1. I do not believe that respiratory protection in the plants is as good as it should be. A serious study should be made of the type of equipment to be used and of the means of enforcing its use. ' 2. Specific lines of communication, designations of responsibility, and general plans of action for responding to spills, explosions, etc. should be established.
